For nearly a decade, the former Employment Development Department site at 5401 S. Crenshaw Boulevard has sat vacant, despite being located in the heart of a historic Black working-class corridor. This project is a community-driven effort to transform the site into deeply affordable housing, workforce training space, and small business support, ensuring Crenshaw residents can live, work, and thrive in their own neighborhood.
What is the vision for the site?
The project centers the redevelopment of 5401 S. Crenshaw Boulevard as an affordable, mixed-use development that includes housing, workforce training, and community-serving uses. Senate Bill 572 (SB 572) creates a long-overdue pathway for this site to move forward after nearly ten years of inactivity, prioritizing community ownership and public benefit.
Why this project matters
Crenshaw continues to attract market rate development while longtime residents are pushed out. Community members have been clear. They want housing that keeps families rooted, access to good jobs, support for local businesses, and investment without displacement. This project exists to ensure those priorities shape what happens on this site before it is transferred for development.
